Divya Mittal Biography: The Popular UP IAS Officer Who Walked Away After 13 Years

In late August 2026, Divya Mittal sent her resignation letter to Uttar Pradesh Chief Secretary S.P. Goyal and announced it publicly on Facebook and Instagram, ending nearly 13 years as one of the state’s most closely watched IAS officers.

She offered no formal reason for stepping down, but in a widely shared farewell message, she reflected on a career defined by tangible change — recalling a farmer’s field finally reached by water, a family granted land rights, and an elderly woman from the village of Lahuriadah who blessed her when water flowed there for the first time. “Every file has a person behind it,” she wrote, “and protecting that person’s dignity is the essence of justice.”

Divya Mittal is an Indian former civil servant who served as an Indian Administrative Service (IAS) officer of the Uttar Pradesh cadre, 2013 batch, known for her hands-on tenures as District Magistrate in Mirzapur, Basti and Deoria before her voluntary resignation in August 2026.

Early Life and Education

Mittal was born and raised in Rewari, Haryana, in what she has described as an ordinary family. She earned a Bachelor of Technology degree from the Indian Institute of Technology, Delhi, followed by an MBA from the Indian Institute of Management, Bangalore. After her studies, she took a corporate job in London, but has said that despite achieving that career goal, she felt a sense of emptiness being away from India, which led her to return home and prepare for the Union Public Service Commission (UPSC) civil services examination.

Entry Into Civil Service

Mittal cleared the UPSC civil services examination in consecutive years, first earning selection to the Indian Police Service before securing selection to the Indian Administrative Service in 2013, joining the Uttar Pradesh cadre. She has said her education and the confidence it gave her represented “a debt to this soil” that motivated her return to India and entry into public service.

Career as a District Magistrate

Over her IAS career, Mittal served as District Magistrate in three Uttar Pradesh districts: Mirzapur, Basti and Deoria, developing a reputation as a strict, hands-on administrator. Her tenure in Mirzapur drew particular attention for initiatives including bringing piped water to the village of Lahuriadah for the first time, an achievement she later cited as one of the most meaningful moments of her career. She has described her time in Deoria as teaching her that standing up for what is right is a duty rather than a choice, and her time in Mirzapur as teaching her that the word “impossible” is an opinion rather than a fact. Roughly four months before her resignation, she was transferred from Deoria to a Secretariat posting in Lucknow as Special Secretary in the Revenue Department.

Resignation After 13 Years

In late August 2026, Mittal submitted her resignation to Uttar Pradesh Chief Secretary S.P. Goyal, ending nearly 13 years in the civil services, and announced the decision publicly on social media. She did not state a specific reason for resigning; some bureaucratic sources and commentary speculated she may have preferred a field posting over her Secretariat role, though this has not been confirmed. In her public reflection on the decision, she wrote that she had entered public service intending to give to society but felt she received far more in return, saying, “People celebrated my happiness more than I did.” She thanked colleagues and supporters and reiterated that behind every government file lies a person whose dignity must be protected. Speculation about her next steps following the resignation included the possibility of joining her husband’s business, launching UPSC coaching initiatives, or entering politics, though none had been confirmed as of this writing.

Writing

Mittal is the author of The Crafted Genius, a book aimed at civil services aspirants.

Personal Life

Mittal is married to Gagandeep Singh, a former Indian Trade Service officer who resigned from government service in 2022 and subsequently started his own business.
