In June 2025, as Chief Minister A. Revanth Reddy carried out a bureaucratic reshuffle of Telangana’s senior civil service, Navin Mittal was moved out of his post as Principal Secretary for Revenue and Chief Commissioner of Land Administration (CCLA) and reassigned as Principal Secretary for Energy, a department where, a year later, he would be managing preparations for a record 19,000 MW power demand during the Rabi and summer seasons. The transfer closed out a Revenue tenure credited with land reforms and citizen-centric service delivery, and opened a new chapter steering one of the state’s most consequential infrastructure portfolios, a role in which he was also given additional charge as Managing Director of the Telangana Power Finance Corporation.
Navin Mittal is a senior Indian Administrative Service (IAS) officer of the 1996 batch, Telangana cadre, currently serving as Special Chief Secretary of the state’s Energy Department and Managing Director of the Telangana Power Finance Corporation, after a career spanning municipal administration, district collectorship, education and land revenue.

Mittal’s early postings included serving as Commissioner of the Visakhapatnam Municipal Corporation, where his work on e-governance and sanitation won CRISIL awards in 2003 and 2005, and as Project Director of the Integrated Tribal Development Agency (ITDA), work later recognized by the World Bank. As Collector and District Magistrate of Krishna District, he led Operation Kolleru in 2006, an environmental enforcement effort that cleared more than 15,000 acres of encroachment from Kolleru Lake, alongside leading relief efforts following Cyclone Ogni in 2006, an agitation against predatory microfinance practices, and the “Palle Nidra” village night-halt program. As Collector and District Magistrate of Hyderabad District, he focused on upgrading government schools, rescuing child laborers and destitute children, and regulating school fees, earning a Rotary Club Vocational Excellence Award in 2009.
Mittal later served as Secretary of the State Election Commission, helping conduct elections across more than 25,000 local bodies in undivided Andhra Pradesh and Telangana. From 2010, as Special Commissioner of the Greater Hyderabad Municipal Corporation (GHMC), he was credited with roughly tripling the corporation’s revenue over five years and driving e-governance initiatives that won national recognition.
Mittal went on to serve as Commissioner and Secretary of the Information and Public Relations Department from October 2015, and as Finance Secretary of the Government of Telangana from March 2016. He later became Commissioner of Collegiate and Technical Education from 2018, a role associated with the DOST higher-education admissions platform used across Telangana.
From January 2023, Mittal served as Principal Secretary for Land Revenue and Registration and Chief Commissioner of Land Administration (CCLA), a tenure credited with land reform initiatives and improved citizen-facing service delivery.
On June 12–13, 2025, as part of a broader bureaucratic reshuffle ordered by Chief Minister A. Revanth Reddy, Mittal was moved out of the Revenue and CCLA posts, with D.S. Lokesh Kumar, previously GHMC Commissioner, given additional charge of those responsibilities. Mittal was reassigned as Principal Secretary for Energy, effective June 16, 2025, a posting subsequently elevated to Special Chief Secretary and Head of Department. Days later, on June 19, 2025, the state government gave him full additional charge as Managing Director of the Telangana Power Finance Corporation Limited (TGPFCL), following a request from the corporation’s chief financial officer and director, placing him in charge of its financial operations and policy implementation alongside his departmental duties. In his energy role, Mittal has overseen preparations for a record projected 19,000 MW power demand during Telangana’s 2026 Rabi and summer seasons.
In June 2025, the Telangana High Court issued notices to Mittal in connection with a 2011 land dispute petition, and a further complaint related to Bhoodan land surfaced in December 2025, leading to additional legal proceedings. These remain allegations and ongoing legal matters rather than findings of wrongdoing against him.
In 2026, Mittal’s personal secretary, identified as Raju, collapsed and lost consciousness while on duty at the Telangana Legislative Assembly complex. Animal Husbandry Minister Vakiti Srihari, who was present, performed CPR and arranged emergency medical transport, but Raju was declared dead at the hospital; local reports suspected cardiac arrest, though an official cause was not immediately confirmed. Colleagues and the Telangana Secretariat Employees’ Association publicly mourned him as a dedicated and disciplined staff member.
